The MDT Disadvantaged Business Enterprise (DBE) Program encourages and supports the participation of companies owned and controlled by socially and economically disadvantaged individuals in transportation contracts.

This material is written as a "how-to" manual for developing an excellent and more professional organization. In addition to describing what can or should be done to that end, an attempt is made to explain "why" a particular activity or approach is desirable.
