Efficiency not the only goal for Montana’s Universities

Montana Regent Todd Buchanan wants to improve Montana’s University system by increasing class sizes, reducing the number of credits necessary for a degree and tying funding to programs offered per campus.
These ideas are, to use Mr. Buchanan’s own word, utterly "fantastic."
