Despite congressional turnover and reform, Montana State University has managed to hang onto its ranking as one of the top 20 universities in the nation winning federal dollars through earmarks.
Critics, on the other hand, call it pork.
MSU won $15.7 million in earmarks in 2008, The Chronicle of Higher Education reported this spring in its first comprehensive survey in five years of American higher education’s $2.25 billion a year appetite for earmarks.
