Bozeman Mayor Cyndy Andrus recently blamed the county for not cooperating with the city and described the situation as "frustrating."

"Let’s face it, Gallatin County and the city of Bozeman leaders have different values when it comes to governing and planning," Andrus wrote in a guest column in the Chronicle in April.
