SALARY AND

MINIMUM
QUALIFICATIONS: Undergraduate degree in planning, administration, business, economics, communication, or other applicable program or related work experience desired. Candidate must have administration/management expertise as well as excellent computer, organizational and communication (both written and verbal) skills. Candidate must be proficient with QuickBooks, Microsoft Office Pro, and common office equipment. Must have and maintain a valid Montana driver’s license. Must meet physical demands of position.

DESIRED SKILLS
AND EXPERIENCE: Understanding of non-profit management and ability to work with Board of Directors, local officials, community members, and Bear Paw Development Corporation to accomplish action items set forth in the PhillCo Economic Growth Council Strategic Plan.

Candidate must have initiative and the ability to work independently and with considerable latitude in the overall management of the organization. The ability to plan, develop, and implement community and economic development programs/activities in all communities of Phillips County is required. The candidate must also be able to communicate clearly and effectively, both verbally and in writing. Ability to pay close attention to numerous details. . Must be able to meet deadlines and work effectively under pressure.

Must have knowledge of budgeting process and possess skills to provide fiscal oversight of annual budget that includes various accounts and loan funds.

Experience with grant writing and administration, property management, contracts/leases, public relations and working with local, state and federal governments preferred.

DUTIES OF
THIS POSITION: The Executive Director is responsible for the overall administration and supervision of the organization, subject to the direction of the Board of Directors.

The Executive Director supervises staff (per contract with the Malta Chamber of Commerce), prepares the annual budget, manages & administers all contracts and funds of the organization including and the PhillCo Community Fund, manages and promotes the Malta Business & Industry Development District (MBIDD), works closely with local Chambers of Commerce, prepares proposals for consideration by the Board of Directors. The Executive Director also represents the organization at public and professional meetings at the local, state and national level.

Position will work closely with local organizations and elected officials. Duties include, but are not limited to, working with local governments to assess economic and community development needs, identify funding opportunities, prioritize and implement projects, prepare applications and hold public meetings.

Director will respond to citizen and business inquiries that directly impact economic development and assure that Phillips County communities are positively represented. Develop and coordinate the preparation of marketing materials as needed that promote local economic development opportunities. Develop promotional and marketing materials to entice prospective business and industry.

Responsible for preparing and following an Action or Strategic Plan. Position will assist to ensure that needed services are provided to area local governments and will be responsible for other duties as assigned by Board of Directors.

Frequent travel is required with the County, including overnight travel to attend meetings and conferences within the region and state. Must be able to attend evening meetings.

ABILITIES AND
PHYSICAL DEMANDS: Position requires the skills to talk to and communicate with the public, staff, and groups. Sits at a desk, at meetings, and in vehicles for long periods of time. Uses hands and fingers to handle the telephone, computer, office equipment, and write. Vision abilities require the skill to review technical and legal documents, reports, telephone numbers, analytical and statistical reports. Stands and walks short distances. Stoops and bends, handles and lifts books, papers, and office equipment up to 25 pounds. Travel is required to remote locations when performing job duties. May require climbing on and into various vehicles. Normal restricted smoking, office environment. Periodic exposure to dirt, dust, and fumes.
