Portland State woos low-income transfers with Oregon Promise-like ‘free’ program

Portland State University is already a destination for transfer students, but the urban access campus wants to extend the welcome mat even further.
On Wednesday, the school announced a new scholarship program that will allow qualified low-income transfer students from Oregon who enroll in classes full-time to finish their undergraduate degrees without paying a cent of tuition or fees. The program takes effect this fall.
