Overview: Join experts from the field to hear how the definitions of "digital inclusion" and "digital equity" have evolved over time. While access to affordable robust broadband is important, people also need digital skills, access to computers and other Internet devices, and knowledge of useful applications and content in order to fully benefit from Internet access. Our presenters Emy Tseng, Broadband Program Specialist, BroadbandUSA and Dr. Roberto Gallardo Estrella, Associate Extension Professor & Leader, Intelligent Community Institute, Mississippi State University Extension will highlight some of their own digital inclusion work and discuss examples of digital inclusion programs.

Roberto Gallardo is an associate Extension professor with the Mississippi State University Extension Service. Roberto spearheads the efforts of the Mississippi State University Extension Intelligent Community Institute that helps rural communities transition to, plan for, and prosper in the digital age. He work in local and regional community economic development, including use of technology. He holds an engineering degree from the University of the Americas in Mexico, a master’s degree in economic development from the University of Southern Mississippi, and a PhD in public policy and administration from Mississippi State University.

Emy Tseng is a Broadband Program Specialist with the BroadbandUSA program at NTIA. Emy provides technical assistance to communities to help further broadband access, adoption and digital inclusion throughout the U.S. Emy is also an Affiliate with the Berkman Klein Center for Internet & Society at Harvard University where she focuses on Inclusive Innovation – how marginalized communities adopt, adapt and shape technology. Previous to NTIA, Emy was the Director of Digital Inclusion for the City of San Francisco. Emy has a math/physics degree from Brown University and a master’s degree in Technology and Policy from MIT.
