Missoula was one of 60 cities nationwide marking a perfect score. Billings ranks lower on equality than Butte, Bozeman

A new report shows several Montana towns, including Billings, lag in equality.

The Municipal Equality Index that evaluates law and policy for LGBTQ inclusion marks the Magic City as failing.

Out of 100 points, including non-discrimination laws, services, and relationship with the LBGTQ community, Billings scored 18.

A majority of points,12, came from federal laws in place protecting against hate crimes.

The gap indicates a lack of progress that could impact the city as a whole.
