SPECIAL CONDITIONS:

This position is not a Testing Designated Position (TDP) within the definition of the CSKT Drug Testing Policy. The successful applicant, if not already employed with the Tribes, must pass pre-hire drug testing and will be required to serve a one (1) year probationary period.

DUTIES:

The Confederated Salish and Kootenai Tribes (CSKT) Director of Economic Development (DED) is a management position appointed by the Tribal Council to develop and oversee Tribal economic development initiatives. The primary focus is analysis and management of new and existing business development opportunities to create increased revenues to the Tribes and creation of new jobs.

The CSKT DED works at the direction of the Tribal Council in researching, analyzing, and developing new opportunities for the CSKT which will bring increased Tribal revenues, increased corporate dividends from new and existing corporations, and new jobs.

The Economic Development Office includes the following functional areas:

New and Existing Business Analysis

There are business opportunities on the Reservation that require due diligence. The goal is (1) new and existing businesses, (2) increased revenue to the CSKT, and (3) new jobs.

Resource Development and Utilization

The CSKT are a majority land owner on the reservation. There are areas which can be dedicated to new and existing business ventures which would offer a return on investment and complement the recreational opportunities on the reservation.

Financing and Sustainability

The Director is responsible for leveraging Tribal and other funds for projects and the continued operation of the office.
Corporate Interface and development of new corporations
There are several existing corporations where the DED may offer advice on ROI and annual dividends.

The CSKT Economic Development Director works under the general guidance and direction of the Tribal Council through the Tribal Chairman. Priorities will be set and the incumbent will be evaluated on results
achieved. Will be expected to incorporate the Economic Development Office Plan of Operations approved by the Tribal Council in July 2013 in the daily operation of the Economic Development Office.

The Director will be expected to recommend a cost effective responsive team to facilitate business development. In the future, as negotiated and dependent upon the priorities of the Tribal Council, the Director may supervise a variety of staff in pursuit of Council established priorities.

The CSKT DED has the authority to make a variety of contacts in order to meet Tribal Council objectives and priorities. The Director is expected to create a positive public image for the CSKT. May be involved in local and regional economic business development activities.

The Director performs in a standard office environment, in public forums, and in the field as required. Physical effort is minimal and mostly sedentary.

Special Requirements:

– Must pass character background process which includes fingerprinting.

– Will be a contract position with an annual work plan to track progress and accomplishment of Tribal Council goals.

– Will be required to sign and abide by an annual confidentiality agreement, code of conduct, and conflict of interest acknowledgement as part of employment.

MINIMUM QUALIFICATIONS (AS REFLECTED ON THE TRIBAL EMPLOYMENT APPLICATION):

At least seven years of documented successful experience in new business development.

A minimum of a bachelor’s degree in economics, business administration, financing, public administration, or rural planning.

Application must include verifiable, successful experience in financing and project fund development. A project summary of experience with references and contacts must be provided that includes project development, financing experience, and construction experience. Failure to submit this detail will result in disqualification from further consideration.
Knowledge of and successful documented experience in business, financing and economic development strategies to benefit Indian tribes.

Ability to achieve positive economic development results.

2. Certified copies of academic transcripts and copies of relevant training certificates.

3. Three (3) written references that speak to financing and project development

4. Verification of specific examples of completed projects, number of jobs created and rates of return on investments.
