The wages of gambling’s pervasive influence in Montana

According to Montana’s constitution, gambling remains an illegal activity, as it has been since 1889. But during the Montana Constitutional Convention of 1972, the door was opened with a referendum allowing the legislature and the people to approve or disapprove gambling activities. Starting the very next year, that is precisely what the legislature did. In fact, it’s as if they were just waiting for that crack of opportunity.
