Billings, Montana considers spending from reserves to fund capital improvements – Other cities need to catch up

The city of Billings plans to spend $19 million more than it takes in during the upcoming fiscal year, but the Magic City will have some shiny new capital projects to show for all that spending.

The biggest capital improvement projects include $61 million to upgrade the wastewater treatment plant, $5.5 million for a new 911 center, and a pair of airport projects — extending a runway and concourse B — that will together cost about $4.6 million.

City Administrator Tina Volek explained some of the larger spending categories to the City Council on Monday before three department heads outlined their planned spending and anticipated revenues.
