Winners and losers in the 2015 Montana Legislature

In calling the winners and losers of the 2015 Legislature, Gov. Steve Bullock sure looks like a winner — and conservative Republicans and their leaders came out on the losing end more often than not, on the big issues.

As for whether the citizens of Montana "won" or "lost," that depends on your point of view, or political persuasion, of course.
