Analysis: Perfect legislative storm led to need for special session in Idaho

On the Idaho Legislature’s last day, one group of lawmakers wound up two days of work on the session’s "going home" bill: a transportation funding compromise whose passage would let lawmakers adjourn.

In another hearing room down the hall, at almost the same time, another group of lawmakers finished two days of work on the bill that is bringing them all back.
