Measuring up: Uptown Butte renewal group prepares for second phase

Butte’s Urban Renewal Agency has sprinkled money around Uptown for years, hoping to sow seeds that reap further investment. But how can such a harvest be measured?
It’s a question that doesn’t have black or white answers. Whether NorthWestern Energy would have built its new headquarters in Butte — the backbone of a new tax-increment financing district — without $450,000 from the URA isn’t exactly known. The same can be said of other projects.
But those running the show hope to have more objective measures in the future.
