Background:

Montana state statutes charge the Governor’s Office of Economic Development (GOED), among other duties, to "lead the state’s business recruitment, retention, and expansion efforts." To maximize the effectiveness of GOED as it seeks to recruit businesses, a marketing plan designed to attract businesses to locate in Montana is required.

Principles of the Marketing Plan:

While the funds available to GOED are limited when compared to other states and competing entities both domestic and international, it is necessary for Montana to "put its best foot forward" in terms of presenting its case as an advantageous location for private businesses. Given the financial limitations, GOED’s marketing plan should embrace the following principles:
