Ex-Missoula County jail guard alleges unsafe conditions, inmate abuse
One such instance occurred in December 2012, when three different shifts of detention officers reportedly left a mentally ill female inmate with her hands handcuffed behind her back for 19 hours straight, according to Boileau.
When Boileau arrived on shift and was told to transport the inmate to the hospital, he wasn’t initially informed that she had been handcuffed for nearly a day.
The woman likely hadn’t been able to eat or drink throughout that time, and according to a report Boileau wrote about the incident, the woman told medical professionals she had defecated and urinated in her pants.
"The institution has failed in the way it’s being operated for that to ever occur," Boileau said. "The standard of care in custody should always be met. They have sufficient cameras, they have audio and video surveillance and yet that situation continued to go on."
