Boeing and Microsoft boom, but Washington State busts

Arun Raha, Washington State’s chief economist and revenue forecaster, is a good-natured man known for bringing a sense of humor to his job. But three times in the past three years, Raha has been forced to notify state lawmakers of budget shortfalls totaling $1 billion or more. The somber routine has led him to temper his normally light-hearted approach.
