Economic development money works

Economic development can be a tricky business. It's pretty much part of the game now to offer incentives for businesses to start, move or grow in a particular state or county or city. But at the same time, there also needs to be some caution that it doesn't become a "race to the bottom" where the giveaways quickly more than make up for the economic benefit of the new or bigger business.

There's also the question of fairness, and wanting to be equitable to the businesses that are already up and running and supporting the tax base amid efforts to bring new ones to town. Many of the state's economic development officials only look beyond the Treasure State's borders when trying to recruit new businesses.
