Dr. Michael E. Porter, Bishop William Lawrence University Professor, Harvard Business School –

"How can we incent businesses to come to our state without resorting to "recruiting" and "tax breaks" because they don’t work. The goal should be to enhance competitiveness. You can’t create jobs, you can only improve the environment to make the state more productive and innovative. You don’t need lots of new money to do this, you need a business plan and you need to mobilize the private sector. It can’t be partisan. This is an issue of results, not political gain.
