Neighborhood Stabilization Program 3 (NSP3) Montana Department of Commerce

On October 19, 2010 Congress allocated funding for the third round of the Neighborhood Stabilization Program (NSP3). In Montana, the NSP3 Program will be administered by the Montana Department of Commerce. The Department of Commerce anticipates receiving an award of $5 million in funding.

These funds will be awarded by the Montana Department of Commerce to eligible entities to stabilize neighborhoods whose viability has been, and continues to be, damaged by the economic effects on properties that have been foreclosed upon and abandoned. The funds can also be used to demolish blighted structures or redevelop demolished or vacant properties within areas of high need.

Counties, cities, towns and tribal governments are eligible to apply for the funds in areas of greatest need, as defined by the U.S Department of Housing and Urban Development (HUD). To determine if your community is eligible, please contact the Montana Department of Commerce.

Eligible entities must submit an ‘Intent to Apply’ for NSP3 funds in order to be considered for NSP3 funding. The ‘Intent to Apply’ form and instructions are available on the Montana Department of Commerce website at http://comdev.mt.gov/NSP/default.mcpx. The completed ‘Intent to Apply’ form is due to the Montana Department of Commerce on or before February 8, 2011.

Eligible entities must provide a description of their proposed project and how it meets the NSP3 criteria. For those eligible entities that submit an ‘Intent to Apply’, a full application and competitive process for the NSP3 funds will follow in May 2011.

Applicants who do not submit an ‘Intent to Apply’ form on or before February 8, 2011 will not be eligible to apply for or receive NSP3 funds.
