Group’s blueprint for Wisconsin calls for innovation, statesmanship. "Refocus Wisconsin"

Among the suggestions: letting highly talented "gold star" teachers – voluntarily and with parents’ permission – teach more children per class and be rewarded financially for their success and increased workload.

Wisconsin’s economy is headed toward trouble unless innovation and statesmanship are embraced by state and local leaders.

That was the message of an event in Milwaukee Thursday tied to an initiative by the Wisconsin Policy Research Institute to generate discussion and provide the new governor elected Nov. 2 with what the group called "a basic blueprint" for identifying and working to solve key problems.

Citing a statewide poll he conducted, University of Wisconsin-Madison political science professor Ken Goldstein said only 2% of residents think the state government is doing an excellent job. In contrast, 25% rate the government’s performance as poor.
