When is the right time to start a business?

An acquaintence of mine is in the last stages of analysis in the pursuit of starting a new business – a restaurant. Two of her advisors have questioned her logic of opening a restaurant in this economy. It’s a good mental check and raises the broader of question of when is the right time to start a business?
