Why Not a Market for Advancing Innovations out of Universities?

Yesterday I had the privilege of delivering testimony http://jec.senate.gov/public/index.cfm?p=Hearings&ContentRecord_id=148ca29d-c4f3-407a-bf53-fcddb7c3aec8&ContentType_id=14f995b9-dfa5-407a-9d35-56cc7152a7ed&Group_id=6d8935b0-4db8-4fc0-991e-3613943b7e4f on behalf of Bob Litan in front of the Joint Economic Committee. The subject of the hearing was how the United States could maintain its position on the global frontier of innovation, with a specific focus on universities and federal funding of research and development. Most of the Members of the Committee were in general agreement with the panelists: innovation is key to economic growth, universities are important to R&D and innovation, and the United States needs to make some changes if we are to remain an innovative economy.
