The Need to ‘Do Even More’ – How might the technology transfer process be improved?

Unlike its predecessor, which was frequently criticized by college officials for what they perceived as a tendency to focus on the negative, the Obama administration knows how to talk in ways that soothe the ears of higher education boosters.

When President Obama says that postsecondary institutions need to enroll and educate more Americans, college leaders don’t hear him to say that they’ve done an inadequate job so far; their takeaway is that the product they offer is so important and valuable that everyone should have one. The fact that the administration has, so far, backed up his words with a significant infusion of new federal money contributes to their upbeat assessment of his message.
