A picture is worth a thousand words. At least, that was my initial reaction to this aerial photo taken in Gallatin County, Montana. This picture accurately depicts the growing exempt well controversies across Montana (Petitions, TU, Aquadoc) and Washington (Governor, CELP, DOE).
