DPHHS contract: In Michigan, Deloitte did all work in-state

The state of Michigan just rolled out an ambitious human-services computer system built by the same company that wants to do similar work for Montana, but outsource some of the work to foreign countries.

But in Michigan, the state required the company, Deloitte, to do all of the work in-state.

"All the work was done right here in this building," said Stanley Stewart, chief deputy director of the Michigan Department of Human Services in Lansing, Mich. Stewart was the point-man for the Deloitte-built system, which cost almost $100 million.
