Position Background: This position is based in the Northern Rocky Mountain Resource Conservation and Development (RC&D) Area and Northern Rocky Mountain Economic Development District (EDD). The RC&D/EDD has offices located in Bozeman and Livingston, Montana. This position will focus on development and management of revolving loan funds, promotion and implementation of state and federal economic development programs, local and regional planning and business retention, expansion, and recruitment programs in Gallatin and Park Counties.
Summary of Work:
The Director is responsible for successfully identifying and managing economic development projects, developing and managing these projects, and assisting the SBDC Director. Duties include development and management of new and current economic development programs including: revolving loan fund outreach, marketing, and management; grant applications for programs that assist economic development projects and/or develop organizational capacity; business training and education and assistance; economic development strategy development; managing program grants; cooperative and other business model development; and group facilitation for economic development projects.
Job Characteristics and Supervision:
The position works closely with the RC&D Coordinator, the SBDC Director, the RC&D and EDD boards of directors, and the RC&D’s economic development partners to ensure that the regional economic development work plan goals are accomplished. The ideal coordinator has excellent oral and written communication skills who can build community and governmental coalitions to initiate and nurture economic development endeavors in both rural and urban areas. The duties require extensive travel throughout the RC&D Area. The job requires project management duties requiring attention to detail, accuracy, and timeliness. This position requires strong organizational and communication skills and must be able to prioritize work and meet deadlines. The position is supervised by the RC&D Board Chairman.
Essential Functions:
This position requires the ability to effectively communicate orally and in writing; familiarity with federal, state and local loan and grant programs for economic development; excellent project management skills; excellent business finance skills, proficiency in Microsoft Office products; familiarity with QuickBooks or similar bookkeeping software; proficient internet skills for project research; ability to learn quickly and work independently; ability to operate a computer and other general office machines; type; file; prepare reports; maintain accurate and timely records; resolve conflicts; willing to work irregular hours; and have a desire to accomplish the area’s economic development goals and objectives. The position will work closely with the other RC&D personnel and the RC&D Coordinator. An individual with economic development experience and demonstrative ability to learn quickly are ideal candidates.
Education and/or Experience Preferred:
Bachelor’s degree is required.
Two years of economic development or related experience is required.
Experience in loan fund management is preferred.
Candidate must be able to obtain a valid Montana driver’s license upon employment.
Proficiency in Microsoft Office software is required.
Job Performance Standards:
Evaluation of this position will be based primarily upon performances of the preceding requirements and duties. Examples of job performance criteria include, but are not limited to the following:
Initiation, development and successful execution of revolving loan fund program development
Assisting potential loan candidates with business planning and review, and loan packaging
Maintaining confidentiality of sensitive information
Keeping timely and accurate records
Implementation of the direction of the Northern Rocky Mountain Economic Development District Board of Directors, and RC&D Board of Directors, and providing regular progress reports to the NRMEDD Board and RC&D Board; or more often as requested.
Maintaining accurate database of all current projects and activities
Dealing tactfully and courteously with the public
Demonstration of punctuality and reliability
Maintaining effective working relationships with fellow employees, supervisors and the public
Effective communication with staff, board of directors, and RC&D Coordinator
Meeting goals outlined for this position in the RC&D Plan of Work and EDD Comprehensive Economic Development Plan.
