Idaho Gov. Otter targets public ed to help cut budget

State public education programs are among the biggest targets of more than $216 million in proposed budget cuts that Idaho Gov. C.L. "Butch" Otter outlined Monday during his annual State of the State speech, in which he called for "frugality and common sense" as well as compassion.
