Gov. C.L. "Butch" Otter wants to make it cheaper and easier for Idaho Power Co. and other utilities to add billions of dollars transmission lines and power plants, drawing concern from regulators and large electricity users.
The Idaho Public Utilities Commission, at odds with Idaho Power over a rate increase request, traditionally has set cost recovery rates for transmission lines, gas-fired power stations and other projects after they’ve been completed.
