Dr. Warren Stallings of Altera Energy from Carson City, NV is a retired business professor from Golden Gate University. He is interested in assisting (free of charge) applicants putting together their applications for the USDA Rural Development's Renewable Energy and Energy Efficiency Grant and Guarantee program. He also has an affiliation with Chevron Renewable Energy Solutions.
He has the ability to use the technical resources of Chevron to assist applicants and for projects that meet Chevron's plans, they assist applicants by designing, financing and building projects. It appears that the financing comes from Tax Credit Investors.
