Qwest defends earnings in Montana

Montana's largest telephone company doesn't deny it has earned millions of dollars beyond its authorized “rate of return” in recent years, but says the earnings don't violate any regulations.
Qwest Corp., in testimony filed with state regulators late Wednesday, also said proposals to cut the company's Montana rates to more closely reflect costs are not based on accurate information.
