The Executive Director works under the supervision and direction of the Executive Board of the Eastern Plains Economic Development Corporation (EPEDC) in cooperation with the Eastern Plains Resource Conservation and Development Area Inc. (RC&D). EPEDC is designated as a federal Economic Development District (EDD) by the U.S. Department of Commerce, Economic Development Administration. The EDD serves the southeastern Montana counties of Carter, Dawson, Fallon, Prairie, and Wibaux. The Executive Director will be responsible for the overall operations of the EDD and work in cooperation with the EDD’s sponsoring organization, the Eastern Plains Resource Conservation & Development (RC&D) Area, Inc. to provide Certified Regional Development Corporation services to the same counties as per a contract with the Montana Department of Commerce. Administrative assistance will be provided at the Eastern Plains RC&D Area, Inc. office, 2745 West Holly Street, Sidney, Montana 59270. The primary responsibility of the Executive Director will be to help retain present businesses, expand present businesses, attract new businesses and promote economic growth and prosperity in the five county area.

SALARY RANGE

* $40,000 to $49,000 based on experience and qualifications. Health insurance and retirement benefits are provided.

MINIMUM QUALIFICATIONS

* Graduation from a four-year college with a degree in business management, public administration, economic development or a closely related field and at least two years of experience in a field closely related to the requirements of the position.

* Must possess excellent computer, organizational, written and verbal communication skills.

* Must have and maintain a valid driver’s license.

* Must meet the physical demands of the position.

* Must agree to a background check.

DESIRED SKILLS & EXPERIENCE

* Knowledge of city or county government procedure preferred.

* Fund raising experience.

* Previous management experience required. Grant management a plus.

* Experience in working with the U.S. Economic Development Administration.

* Background of living or working in a rural community.

* Public relations skills.

* Leadership recruitment and training skills.

* Knowledge of agribusiness, retail business and management principles.

* Appropriate leadership technique and skills in coordinating people and resources.

* Knowledge of principles and methods for promoting and selling products or services. This includes marketing strategy, tactics, sales techniques and persuasion skills.

* Background of community service and involvement.

* Effective meeting management skills.

JOB DUTIES

* Work closely with the EPEDC Executive Board and other members of the Board of Directors to carry out the Scope of Work submitted to and accepted by the U.S. Economic Development Administration and meeting report deadlines and requirements.

* Facilitate the assessment of economic and community development needs of the cities and counties within the EDD.

* Solicitation of investments from cities, counties, local development organizations, chambers of commerce and private businesses in the district to match federal funding from the U. S. Economic Development Administration.

* Frequent out of district travel is required, including overnight travel to attend meetings and conferences as well as extensive travel to attend meetings of the cities, counties, local development organizations, and chambers of commerce within the EDD to maintain a regional approach to economic development. Must be able to attend evening meetings. * Work cooperatively with the Eastern Plains Resource Conservation and Development (RC&D) Area, Inc. in implementing development strategies that are identified in their area plan and annual plans of work, as well as the goals and objectives of the Eastern Plains RC&D Certified Regional Development Corporation.

ABILITIES AND OTHER REQUIREMENTS

* Must be able to attend meetings, and travel for extended periods.

* Provide vehicle for business travel. Use reimbursed at applicable State mileage rate

* Ability to operate various office equipment.

* Vision abilities require the skill to review technical and legal documents, reports, telephone numbers, analytical and statistical reports. * Stands and walks short to medium distances.

* Stoops and bends, Ability to lift up to 50 pounds.

* Normal restricted smoking environment.

* Complete reports in a timely manner.

* Empower co-workers and volunteer leaders.
