Urban Institute aims at Billings' next step

By any measurable standard, Billings is doing pretty well these days: Unemployment is at 2 percent, the city has a diversified economy, poverty is below the state and national averages and the median household income far exceeds that of Montana as a whole.
But how does the city best position itself for the future?
