Municipal Wi-Fi Woes Spread

Plans in San Francisco, Houston and Chicago to build municipal wireless networks were cast into disarray by the struggles of Earthlink, which laid off nearly half of its workforce and indicated it might back off from the Wi-Fi business. But Philadelphia's mayor vowed that his city's pioneering project would continue.
