Full-time kindergarten taking off throughout Montana. Big Economic Payoff

Sometimes legislation doesn't succeed in doing what its supporters intended. A great new idea can fail if there's no way to implement it.
Such would have been the case had Gov. Brian Schweitzer and the Montana Legislature ignored the pleas of Montana schools that wanted to offer full-time kindergarten, but lacked resources to begin. Proposals for ongoing operating funds didn't remove the kindergarten barrier for Billings, Bozeman and many other school districts. But in the special May session, the Legislature and Schweitzer paved the path to kindergarten by providing adequate start-up funds.
