Growth brings waves of people, water issues. Retirees have vested interest in Bitterroot valley of Montana

Dick Ellis retired to the Bitterroot with the hope that someday he’d die here, waist-deep in a river with a fly-rod in his hand. His wife, Barbara, wanted a small town in a rural community where she’d never have to plug a parking meter again.
