Jobs and Economic Development – Focus shifts to developing workers’ skills

The whole concept of economic growth once centered on attracting new companies and their jobs.

That’s beginning to change.

"What economic development is realizing more and more is that they have to retain what they have before they go out and try to attract more people," says Robert G. Garraty, executive director of the South Central PA Workforce Investment Board.
