City plan seeks business fairness. Women, minority owners could gain better access to funds

Denver Mayor John Hickenlooper has unveiled an ambitious economic development program whose goal is to give small minority- and women-owned businesses better access to billions of dollars in construction programs in the city.

The Construction Empowerment Initiative, which Hickenlooper hopes the City Council will pass this fall, is heralded as a model program for other cities. If approved, it will go into effect in January.

Simultaneously, the city released a 257-page analysis of race, sex and business enterprises in Denver that it commissioned from the National Economic Research Associates.
