Lack of Education Programs in U.S. Correctional System May Be Greatest Labor Threat

America’s growing prison population may be the nation’s biggest challenge in rising above the gathering storm. According to the Education Testing Service (ETS), America’s prison population increased by more than 300 percent in the last twenty years, but correctional education programs have been declining since the mid 1960’s.

The incarceration rates of black men point to an epidemic in the black community and a substantial loss of productivity to the nation as a whole—more than 10 percent of black males between 20 and 29 years old are incarcerated.
