Skeptics Want Details on Proposed Montana Public Utility – City Club Missoula

Before five Montana cities make any move to buy assets and create a public utility, Montanans need to know who will be running the utility and how it will be regulated, a University of Montana economist warned Friday.

The cautionary note was part of a panel forum, hosted by the City Club Missoula http://cityclubmissoula.org/ , on the proposed buyout of NorthWestern Energy’s assets by Montana Public Power, Inc., a private, nonprofit organization formed by the consortium of cities.

Created by Missoula, Great Falls, Helena, Butte and Bozeman, MPPI is currently chaired by former Missoula Mayor Mike Kadas. MPPI has pitched a $2 billion buyout to Northwestern representatives, who have so far rebuffed the offer.

Tom Power, chair of UM’s economics department, argued that there are still many unanswered questions about how the utility’s board of directors would be elected and structured.
