Governance in the Digital Age

Over the last two decades, a major shift in the basic structure of the economy from one based on the production, manufacture and storage of goods, and to a lesser extent services, to one now dominated by the production, storage and transfer of information or knowledge has occurred. In the wake of this transition not only is intellectual capital being redefined, i.e. the source of wealth, but also the channels of production, distribution and marketing.

Importantly, until recently, governments have been relatively passive, and almost every level of government has been slow to adjust, either by using technology to adapt, or recognizing technology’s role as a catalyst to transforming both the definition and the delivery of core economic functions such as education, healthcare, business and the delivery of government itself.
