Montana justice computer project may be awarded without contract

The state Justice Department http://www.doj.state.mt.us/ is considering awarding a contract worth up to $15 million to a Virginia company to help complete one of the state’s largest computerization projects.

Three years in the making, the project is expected to allow residents to register motor vehicles and apply for driver’s licenses over the Internet.

State Justice Department officials decided earlier this month to hire a private company to install and adapt the new system, rather than attempting to do the work in-house, said Larry Fasbender, deputy director for the department.

"We could not build the system on our own with the money we have left," he said. "We just wanted to make sure we had a successful product, and the way to make it happen was to go with a proven product that was already out there and working."

Rather than put the project up for bid, the state said it intends to award the contract to BearingPoint Inc., an international business consulting firm based in Virginia, in a partnership with Denver-based Archon Technologies. The decision, however, isn’t final.
