The MDT Disadvantaged Business Enterprise (DBE) Program encourages and supports the participation of companies owned and controlled by socially and economically disadvantaged individuals in transportation contracts.

Business history: HKM Analytical Laboratory http://www.hkmlab.com/ began in the late 1970s with a six-member staff and limited instrumentation. The laboratory was originally established by MSE to provide support services for Magnetohydrodynamics (MHD) coal-burning research and remedial investigation studies of Silverbow Creek.

In the mid-1990s the lab merged with HKM Engineering Inc. and became MSE/HKM Laboratory. In 2000, the lab separated from MSE and is now owned and operated by HKM Engineering Inc. The lab is owned by Karen Fagg and managed by Gary Wyss, with a staff of 15 that includes two chemists, two biologists, a metallurgical engineer, an air quality scientist and several technicians.
